Dr. Manka grew up in Minnesota.  He majored in physics at University of Minnesota-Duluth. He attended medical school at the University of Minnesota and later did an ophthalmology residency was at the University of Minnesota.   He completed a fellowship in cornea and external disease at the Proctor Foundation.  He practiced ophthalmology in a private clinic in Devils Lake, North Dakota from 1988-93. He has been on the Ophthalmology Clinic staff at Hennepin County Medical Center since 1993 and serves on the graduate medical school teaching faculty there.
